The best pick material is Ender Amethyst, which you have to get as ore from a MFR Laser Drill.. But it has only 1 Mining Speed more than Cobalt, so Cobalt will suffice for a long time and by the time you get Ender Amethyst it's probably more a symbolic thing than actually needed, as you can't swap parts in TiC without Iguana Tweaks..
